Why does Starter carry a different promise?

Starter carries the review-growth promise only. Its levers — the site, the Business Profile, review automation — cannot guarantee leads, so we do not guarantee them. Growth and Pro add the receptionists and reactivation that can, and the lead guarantee comes with them, in writing.
